Houston man accused of whipping naked child with a belt

An 8-year-old Houston boy’s screams of pain led a neighbor to call police, who found the child naked and bleeding in his garage, authorities said. Corey Devaughn�Wilburn, 36, the man who allegedly whipped the boy with a belt more than a year ago, was charged Tuesday with injury to a child.
